The Cyber Commander (and also the CST, the less expensive Cybersync trigger) can wirelessly trigger a Canon speedlite but you can't adjust speedlite power remotely using any combination of Cybersync products. You would have to manually set the power of the speedlite on the flash itself.
You can connect any of the Cybersync receivers to your speedlite using its PC sync port. Most people would choose a battery-powered receiver for a speedlite - either the CSRB or CSRB+.
The CSRB triggers a flash but can't adjust its power or be put in a channel. It just fires when you press the shutter release.
The CSRB+ can be configured to one of 16 channels for use with the Cyber Commander. That would allow you to meter the speedlite with the Cyber Commander. The CSRB+ can also remotely adjust the power level of non-Einstein PCB lights but NOT speedlites. For your speedlite, the only advantage of CSRB+ over CSRB is the ability to assign a channel for metering purposes.
Some lower tier speedlites don't have a PC sync port and they can be connected to any of the Cybersync receivers using Paul's Speedlite Foot Adapter. You mount the speedlite in the shoe of the adapter and connect the Cybersync receiver to the adapter using a PC sync cord or a 1/8" sync cord. Both of these cords are included with the Cybersync receivers.
