Ok, so I tried searching for this but could not find it via my search. I'm sure I was just using the wrong search words, so I apologize.

Here is my problem. When I have my 580exii on my hotshoe and another 580exii off camera, I use the CST transmitter's pc sync cable to attach itself to the flash. However, when I tried firing it, it did not fire. I could manually hit the "test" button on the transmitter and it fired, and my hotshoe flash fired just fine, but the 2 weren't firing together. Is this a setting on my flash or camera that I must change, or is this a pc cable issue?

thanks for your help!

Canon flash's PC terminals are not an output, only input. This means the flash will not trigger the CST via the cable, even if all compontent are working properly. You will need to connect the PC cord to the camera's PC terminal.
