I have an used Ultra 600, when I power it on the ready light comes on green & the standard bulb flickers once. Nothing happens when I push the 'test' button.

I replaced the flash tubes & standard bulb with no success.

There is a 'Circuit Breaker' located on the bottom left of the light; could this be the problem? and if it is, how do I reset the breaker?

I have no manual since I purchased it used.

Any help would greatly be appreciated.

If the breaker was popped, you would just push it in to reset. However, if the breaker was popped, nothing would light up, even the ready light. If the bulbs were replaced with no success, you would need to send the light in for repair. If repairs can be made, they typically run $50. If repairs are not possible, we will contact you and let you know your options.
