I can use a CST to trigger the same setup so I know there is no connection issue. My Commander is also in full functional mode (same Frequency) to trigger my Einsteins just fine. I just want to add a Canon 430EX II to my strobe setup. So my question is, can Commander trigger both Einsteins set and a 430EX II (connected to a CSRB+ via 3.5mm sync cord)?

Yes, but it needs to be defined as a speedlite and power set to on (both in the CC). This is covered in the new CC manual on pgs 30-33.

Also, remote settings on the flash need to be turned off, otherwise the hotshoe will be disengaged.
