I have a six pack of colored filters (the CF6).

How close is the Orange colored filter in that pack to a Color Temperature Orange (CTO) filter?

They are different. The orange gel is pretty much all red and yellow, transmitting virtually no other color. A full cut CTO passes about the same red and yellow, and also about 30% green/cyan and about 50% violet. Also, very little blue/indigo is transmitted.

It may work OK to suggest a warm color, but not to replicate incandescent light.
