Remove the battery and plug in the VMC3A charger into the inverter. Switch ON the inverter and if it reacts the same way then the inverter is most likely the culprit. It will have to come back for repair.

Being that you are overseas, and this is a lithium battery, I would recommend contacting Customer Service to see what the best method is for getting this unit back to us. They can be reached at info@paulcbuff.com.
