It sounds like you are using the optical slave eyes to trigger at least one of the lights? If so, the best fix is to use a radio remote and have a receiver for each light.
It is possible to have a sync cord running to each light, and I can outline that if you wish, but that is typically the least desirable option.
If optical slaves must be used, especially inside, making a bounce surface can help. At home, your lower light colored ceilings are creating bounce surface so the master flash will bounce off of it and into the slave eye of the second light. Outside or in places with high/dark ceilings and walls, the light cannot "wrap" around the flash unit to trigger the slave eye. Also, outside in bright sun, the sun may be so bright the slave may have a hard time distinguishing the master flash from the ambient (this is generally in direct sun). By adding a bounce surface behind the light, like a pop open reflector or foam core, you may get enough flash to trigger the slave eye.
lastly, you can buy accessory slave eyes and connect them to the sync cords that came with the lights. By doing this, you can reposition the slave sensor to pretty much anywhere to optimize the light coming from the master. These slave sensors can be bought in many places, but specifically here:
