Following the instructions in the manual for tube replacement (mainly, use a cloth and don't touch the tube directly), make sure the tube is fully seated. Inspect the legs for breakage, as well as the glass tube and wiring. If any of these are broken, then the tube is bad. There will be some marks that appear as burns near the legs, and that is normal. Also normal is the little bubble of glass.
If there is no breakage in the tube, then the light will probably need a warranty repair. You will need to contact the distributor from whom you purchased the light to make those arrangements.
