Is there a difference in the color temperature between einstein 640 at half power and a AB800 at half power.

Yes, but the difference is smaller than what you would find between two different modifiers. An E640, with dome, would be about 5300K, without it would be 5600K while a B800 at 1/2 power would be about 5520. Each spec is assuming no other modifiers.
