I did find this issue elsewhere on the forum. Even if the VML is only at 1/4 power (for example) when I plug in the charger, the light is always green no matter what. Mine is now past the warranty period and would prefer not to have to pay for a fix but I wanted to ask if this means there is anything wrong with the battery or is it just an issue with the charger not reporting correctly? I assume that I can just continue to use it as is (assume the normal charging time and check the battery itself) and all will be well but I wanted to confirm. Thanks.

EDIT: Nevermind. I'm finding that the charger is actually not working at all. I left it for a few hours and the battery is still at 1/4 power. I guess I need a replacement.

When you say the charger is not working can I assume the green LED is not on? If you find the green LEd is not lit, make sure the charge cable is surcurly plugged into the charger. If the connection is secure try swapping the AC charge cable. A replacment charge cable can be purchased at Radio Shack for a few bucks.
A replacement charger is $29.95.
If the green LED is on but does not turn red when attempting to charge then check contacts on the charger.
